Understanding art is not what makes it art. If I look at a piece and feel anything at all, interested happy sad mad or any of the spectrum inbetween then I can take what I have seen and look inward. It tells me something about myself, about the world, or about the artist. This piece makes me feel nothing. It did not make me think. It did not pose a question. It was not disturbing.
