He'd use the US Military to fight for him.
Up+B - A small plane flies out of nowhere to pick him up, then he parachutes out of it. Anyone hit by the plane gets hurt. (AF)
Left/Right + B = He throws a live seal at the enemy, complete with seal barking sfx. (Navy)
Down+B = He squirts oil on the battlefield.
B = Backflips and throws a smoke bomb. Out of the smoke comes a green beret with a machine gun who fires, then disappears. (Army)
Final smash = Summons the FF1 Black Wiz, who casts Nuke.
