And furthermore, section (b) states that the testing (which requires informed consent per section (c)) can only be performed for law enforcement purposes, protections AGAINST chemical or biological agents, or peaceful purposes. Testing of chemical or biological agents is strictly forbidden by section (a) even irrespective of informed consent described by section (c).
