This woman is so sad. Dailing the police department because she can't get her food. She doesn't have the spine to work it out with the manager, even if the manager is rude. There's nothing illegal about refusing service. Every business has that right. The woman making the call obviously was nasty int he first place, and is now trying to sound like the polite victim to the police.
She used calling the police as a threat. The manager was obviously not scared by the threat. So the lady calls the police. Really, the burger king should have asked the lady to leave and called the police on the lady. The police should have gone down there and had the lady removed from the premises. She was clearly harassing the business and refusing to leave.
