The kid would not be arrested for keeping the wallet. If a $100 bill flies out the window of a car and you pick it up, you haven't broken the law. If anything, the guy who dropped the wallet should be fined for littering. Also, anyone who carries $3400 and is foolish enough to lose it doesn't deserve to get it back. I would've kept every last dollar of it.
