Theyve never made a V4 Vtec engine. I think you were referring to the inline 4s. No I4 Vtec engine can reach 300 horsepower unless theyre either heavily rebuilt or turbo/super charged.
America does not require foreign auto makers to lower horsepower of their cars. Considering the fact that No japanese company actually imports their cars, but rathers assembles them in America, they wouldnt even have to conform if such a law existed.
