It's the qemu x86 (in this case, 32 bit) CPU and PC architecture emulator, running my hand-coded 32-bit protected-mode experimental/hobby operating system. The assembler used is fasm. The development environment is Debian GNU/Linux (Lenny) running on an older Pentium III Dell w/ 768 megabytes of RAM. I use SciTe as the text editor, and automate builds with small bash scripts. To to the screen capture, I setup GDM to allow the XDMCP to accept requests from my Vista Laptop running PuTTY and Xming. That help?
