I don't necessarily think this is a move in the wrong direction. Problems though include college students (Those living in dorms would all be from the same IP) and if you rearrange the voting weight. Why should someone who spends all their time voting on sites (genuinely) not have a vote that is worth as much as someone who has made one well received site and does a vote every week?
