WTF are you talking about!? Megaman 2 makes Megaman 8 look like Megaman 1, or maybe Megaman X Command Mission! No wait, not THAT bad, since Megaman X Command Mission makes Megaman 5 look like Megaman X3! Of course, if you take Megaman X Command Mission and take out all the suck, you get Megaman Zero, but you may wind up with Megaman EXE. The best Megaman was in fact Megaman 4 for the Gameboy, not to be confused with the NES version, which isn't as good as Megaman Legends. Beats Megaman X7, though.
