Everyone in it just 5's each others sites which just results in an Up and Coming list full of those users. Then the majority of the other users 5 it to suck up or from fear of getting downvoted.

Pink won't be the undoing of the site. Inside jokes could do it though.

However, they DO get those votes from 5ing EVERYONE (or nobody) so that they don't get revenge downvoters. If you vote and comment on ratings of 1s and 2s you're going to get a fair share of evengers and passive vote reductions on reputation, taking your sites' average ratings down.

Their sites aren't highly rated because they rate each others' sites highly, but borderline cases will be prevented from getting sites rated well enough because of their reputation. Thus, you get sh*tty users who 5 everything simply because they get 5's back, which makes everyone with highly rated sites look worse. See: your claims. That's one of the reasons why the voting system is a joke and not to be taken seriously (and the pink algorithm weighs ratings heavily, obviously).
