1.No that combination wouldn't actually function. It's sort of a challenge to see the height they could pull off by using legit input combinations. But the actual combination wouldn't actually work. 2.What's with the dual S&K cartridges? Seems like a waste.

Probably wouldnt load since the converter probably isn't technically ATTACHED to the 32X, or even compatible for that matter. That's probably why the whole thing is leaning backwards. Maybe the Sega CD would load. And it looks like those are two different games near the top...the titles are two different colours. The second one might be some other version.
