Most probably, drowning rates are a mix of ENVIRONMENT and possibly a genetic influence. Difference in musculature (fast twitch versus other fibers. Also leg muscle is differently shaped at the calves. Africans tend to have very little muscle nearer towards the ankle and more closer to the knees compared to whites. East asians tend to have differently shaped calves as well)

Though it's certainly no good to generalize like that, I have found it to be true for the most part. I've had to undergo Marine Corps swim qual multiple times, so I have seen alot of people swim (whether they wanted to or not) Guess the skin color of the majority of the guys in the remedial swim pool. Honestly, it has to do with the fact that inner-city kids don't do much swimming. But thats another can 'o worms.
