Wasn't this when you plugged Sonic 1 into Sonic & Knuckles? And not when you plugged in Sonic 3?

My emulator seems to indicate that this level and this music appear in S3&K. Beyond that, I can't be certain.

S&K had a different special stage for every single genesis cart plugged into it, which included sonic 1 of course. If you pressed A+B+C with no cart, you got taken to a different screen where you could generate any of millions of special stages you wanted. Also you need to like Ariel more.
