Don't need Photoshop. Use Ifranview (free, Google for it). Load image, reduce to target size, and increase brightness/decrease contrast until you get the washed-out effect you want. Booya, indeed.

Well, since this site works HORRIBLY in conjunction with Firefox (sound interruption, framerate drop, etc.), I'd say this tutorial is quite nice.

Internet Explorer actually is able to ynow... work and do things. Firefox however doesn't search the internet for malware to shove into every corner of your machine like IE tends to do.
