Well, the war wasn't about slavery. The war was about economics. The South had most of its wealth tied up in expensive slaves, and so the idea that all of their wealth would evaporate instantly did not appeal to them at all.

Besides, they must have known that they stood zero chance of winning. Even with their superior generals and an army of farm-raised hunters, they had exactly no chance of winning against the North's vastly superior infrastructure and economic base.

He issued the Emancipation Proclimation after the victory at Antietam which said all slaves in CONFEDERATE territory shall be freed, not in Union Border States
