the one on the right. there's more cards to discover on the larger stack, so if you keep getting cards you can use, you'd be more able to use the 9 on the left when the opportunity presents itself. if you get 2 useful cards off the left, then you've got a blank space. sure, then you can move the king off the far right, but that can happen eventually anyways. i'd first move the 7 to the 8 and see what you got first.
